Summary: The Mining Law
upholds the principles set forth in article 8 of the constitution and also
supports the objective of regulating the use and enjoyment of mineral resources
(with the exception of Hydrocarbons).
Further the law establishes that the
right to use and benefit of mineral resources is to be excised under mineral
titles, which will be granted in accordance with the type and scale of the
operations to be carried out . (Except in the case of State promoted geological
research and investigation under article 39 or the mining of minerals for
construction as provided under number 2 of article 40 of the law)..
MINERAL TITLES AND PERMITS TO BE
GRANTED:
· Reconnaissance License
mining title granted in accordance with
this Law, allowing the reconnaissance of mineral resources;
Exploration license and mining license:

Exploration License:
mining title granted under the terms of this Law, which
allows the exploration of mineral resources;
· Mining Concession:
title granted in accordance with this Law,
allowing the exploitation of mineral resources;
·
Mining Certificate:
mining title granted in accordance with this Law,
allowing for small-scale exploitation of mineral resources;
·
Mining Pass:
a permit granted in accordance with terms of this Law, allowing for small-scale
mining activity in areas designated for the mining pass;
